In B v the United Kingdom (36571/06) [2012] ECHR 255 (14 February 2012) the Court held that B, who had severe learning disabilities and was on benefits and had failed to notify a change in her circumstances affecting her entitlement, had not had her rights under the European Convention on Human Rights art.14 read together with protocol 1 art.1 breached. The Court dismissed B's discrimination claim on the grounds that any failure to treat her differently from persons who understood the requirement to report a change in circumstances was objectively and reasonably justified as (i) the aim of the legislation was legitimate and the state had taken sufficient measures to ensure that B was not required to bear an excessive burden:
